Basically, as DuhDerp said, Drowned spawn like any other hostile mob subject to the hostile mob cap, if you are in areas where mobs can spawn elsewhere on nearby land or underground, you get a smaller chance of a spawn being a drowned. Values above 5 are very unlikely to make a noticeable difference.
